VAC hydraulic problem

My 51 VAC eagle hitch goes up when it is running even though the lever is down. Works fine with something heavy like the disc on it, but is aggravating with the subsoiler or when trying to hook up something. Have to shut off tractor and push the arms down. Does better when warm.
Is it the filter needs cleaning?

The only thing that can cause that situation is a control valve that is not by-passing the pump output back to the sump when the lever is in neutral and/or a return restriction between the control valve and the reservoir.

The hydraulic return filter is limited in the differential pressure it will withstand before blowing a hole in the element. It may not be the whole problem but may be a contributing factor.

Included are 2 pic that are germane. That red line in the 2nd pic is the pump pressure path when the lever is in neutral or lower position.

Also, it is a good idea to check the leak off/vent tubing on the rock shaft housing clear to drain leaked oil back to the torque tube. If you need procedure for that post back. It is not your lift problem but will impede lowering of the draft arms in neutral/lower position and when the engine is stopped I.E. draft arms not dropping by gravity.
