Now working in the hand throttle. Cable was not connected to anything and currently will to move in or out. Can someone provide a photo as to how the cable ties to the throttle rod going to the governor?

It ties into the same system as the other VACs from the same period. There should be a little lever under the fuel tank which pivots on a plate which is attached to one of the fuel tank supports.

The throttle rod, VT-4559, goes through the hole in the little lever (aka VT-5274). The little lever pulls the throttle rod by pulling on a cotter pin and washer which go through the throttle rod (this is not clearly shown above, but you should be able to find the hole in the throttle rod if the cotter pin is missing).
Also, the twist lock throttle cables were still available after-market as of 2-years ago. However, they can be tough to find without a part number.

I found at Autozone a locking cable with a 7/16 thread. I will have to cut it down to length but looking in a past past you stated you found one but had to turn down the 1/2 inch diameter. I still if possible like to a see photo on how the cable connects to the bar. the diagram is not clear to me.

Maybe this will help. Not real clear but hope you can see the connection. It is the same type setup as the choke connection on the carburetor only a little larger. The spiral sheath just floats on this end. Lee
