641 tire question

I picked up a 641 row crop. It has 13 x 36 rear tires and it had 7.00 x 16 car tires on the front, with the rim reversed out.I tried turning the rims around to mount them the proper way but the tire rubed the front spindle. I took one wheel and installed a triple rib 6.00 x 16 tractor tire. The 6.00 x 16 just barly still rubs the spindle? Any one got any ideas? The rims look like the right rims. The book calls for 6.00 x 16. They are Case Flambeau red centers with silver rim.
 
My 641 has 6.50-16 front tires and has 3/4 clearance between the tire and spindle. I'm guessing you have the wrong offset on those rims, if other parts are not worn out. Don
 
I have not got into rebuilding the tractor yet, but the front wheels are dog legged. The bottom of the tires are out farther than the top side? The bearings seemed good. I thought mabe the axle was bent but maybe I need to look at the spindles? Can the spindles be straightened? It has the adjustable row crop axle.
 
You could pull the spindles and put them in a press to straighten them, but the bend will be close to the bottom of the upright shaft, and will take some enginuity with the press to straighten them. Bottom bushings are likely ruined also.
