case 211b governor

Hi, I got my 211b running after freeing up the stuck engine. The governor has zero action and i never messed with it. I&T manual states it is riveted to the camshaft. If that is the case, wouldn't it be easier to replace the entire camshaft with one from a bone yard??
 
The problem is most likely not the camshaft. What is riveted to the camshaft is just a stationary fixture that holds the balls that move that make the governor work. I have never been a fan of their ball governor. It could be that parts ahead of the camshaft are stuck from sitting. Others with more experience with the small Case tractors than I have will be more help.

I have seen a few that sat like yours have the shaft that the governor arm is fastened to rust fast in the casting, Lube it under where the arm pivots till it's free. Internal problems are rare, I think the 211 is later than the old ball gov but could be in error on that. If all is free the linkage may need to be adjusted to specs, let us know what you find
 
Shafts turn free, there is just no pull back from the governor, engine will SCREAM if you pick it up off idle. arm just flops back and forth. Not exactly easy to get to, having to pull front end ect.
 
This is what you should find when you get in there. Most likely the follower is stuck in the end of the cam. They get varnish build up over time and with it sitting for a while it probably stuck. A 1/2" drill bit is just the right size to clean the hole out. This setup was used starting with the late VA series on through the small 30/70 series. Lee
