Case 1070 won't start after rebuilt

Case 1070 won't start after rebuilt. It worked fine but we took it apart in order to replace one of the cluster gears. Everything came off including radiators and fuel pump in Order to sand it down to repaint it. We put everything back together, we bleed the fuel lines ,fuel pump and injectors but still no luck I'm guessing it's the timing on the fuel pump.
 
Same thing happened to me on a 1070 about 30 years ago. It would start and run on ether. Turns out the pump was 180 degrees out of time.
 
I did this to my 970... It would actually run on its own after starting on ether, but had no power and smoked like a coal powered train.
 
Rotate engine until timing pointer is aligned with 20 deg. mark, remove valve cover over no. 1 piston, check push rods if they are loose your on comp. stroke if not your 180 deg off. Remove plug from timing cover and check marks on gear and pump.
