governor arm removal for proper welding

How do I remove the governor arm from the engine for repair? I took off the 9/16 nut from the top, but it appears something else is holding it down. I just want to be sure before I break something else.
 
I have a '45 SO in my driveway. it looks like the shaft is on a splined shaft that actuates the govenor. be careful not to re-tighten the nut without holding it still with the arm. I also would use a gear puller so the shaft takes no load as in prying it up. the arm may be reinstalled on the wrong spline so mark the stud and the arm so it gets back in the right position. best of luck!
 
not really an alignment issue. bet that most tractors have never had the arm removed, so it will be tight. I really don't know if its a spline or keyway, still going to be tough. BE PATIENT! put some kind of breakfree on it. I have not seen one for awhile but i think the auto stores sells a battery post puller real cheap and me be just the ticket. as a LAST resort, i would put a common screwdriver under each side. push them in tight by hand and with a small hammer tap lightly on top of the protruding stud. chuck
