Case 400 PTO operation

Hi folks,
I have a 401 I"m restoring.Before tear down to paint PTO was always running. When I moved PTO lever with ease I had same results. I have not removed anything yet as far as PTO or hyd pump. But now it seems it feels like you have to force it in either direction.The operators manual says it should "snap" in. Is it normal like this when tractor is not running? I"m new to tractors and would like any insight. I appreciate any help in advance.
 
That tractor does not have a pto brake so it will coast when not in use. It should not turn anything with even a light load when hooked up, but you do need to shut off the tractor to hook up. It should snap when you engage it. It it drags with a load you have warped plates that need replacing.
 
I think that I should add, that you should always shut a tractor down before you do anything to a PTO shaft. My grandfather had the missing fingers to prove it.
