1175 lift arms stuck

I pushed the Hitch lever down to lower the lift arms. Instead of lowering the arms raised all the way up and now they are stuck in the raised position. Has anyone had this problem? How do I get the arms to lower? Also what caused the problem? Local tractor mechanic is stumped. TIA

Check and make sure the cable did not break. Pull the floor plate and move lever back and forth for 3 pt, the spool sticking out the valve with the spring on should be going back and forth also. If not check for broken cable and also the arm that the cable hooks to on trans top is pined to a shaft. That pin can shear. Remember if spool is going back and forth those two items are OK and we will have to think of something else, Rod.
