case 2290 3 point hitch problem

Greetings, I am having trouble with my 2290. I went to hook up a mower yesterday to the 3 point hitch, and discovered that the hitch won't move. It is currently all the way down, but it won't lift. A few weeks back I raised and lowered it multiple times with no trouble. Any thoughts? Remotes work and the tractor moves.

One thing to look at would be the small bolt that tightens up against the draft bar down by the drawbar, if that bolt is missing/broken it can cause your 3pt to not work, had that issue this Spring on my 2290 however if I remember correctly mine was up and would not drop all the way... also might want to have someone move the lever and stand outside and watch to make sure the cable is moving as it should, have seen them just break before as well
 
Thanks, I'll check the bolt. I have checked the cables and the hitch control moves as it should. The sensing cable moves, but the protective cover has come loose near attachment point to the housing so that it will move in one direction the right way, but the cable just becomes exposed when you move the lever the other direction. I noticed yesterday afternoon that when the hitch control is moved in one direction that the sensing lever moves as well. Is that normal it seems as though it should not. Could this be part of the problem?
 
Fixed the sensing cable, but still have the issue of both moving depending on where the hitch lever is. The hitch still does not work and I pulled the pan underneath where the controls are and things seem stiff. I'm assuming that since I had to drain oil that I can't try running the machine with the plate off to see what is going on?
