1957 case 300 (or 310) idles realy high.

I have only had this tractor a few weeks and used it for the first time yesterday and it seemed the governor wasn't working it would bog down when under load, when checking things out I found that someone put a spring pulling the throttle off (pressure pulling the throttle rod forcing the idle screw back against the throttle stop) I found the ball attached to the carb that the rod from the governor hooks to was very loose so I tightened it and the rod behind the distributor (from hand throttle to the governor) had been painted and seemed very tight in the guide so I cleaned the shaft and the guide and sprayed a light coat of white lithium grease on the rod and in the guide and now it moves free, I started it (with the spring that was added to pull the throttle closed still attached) and the governor spring unhooked from the gov. arm and when moving the governor arm it was pushing back on my fingers as I pushed against it so it seems to be working, when I hook everything back up (less the added spring that pulled the throttle rod on the carb back against the stop) and when I start it the throttle goes up to almost full throttle and the hand throttle only increases the rpm by a little and it will not go back to idle unless I move the shaft at the carb but when released it goes back up to almost full throttle but when I push the rod from gov, to carb it will increase the rpms and I can feel the governor pushing back harder the more you push it to increase the rpms.Is there an adjustment or something somewhere that I am missing to get the throttle to go back to idle and make the hand throttle to work better (more of an rpm increase)?
 
300 throttle linkage and adjustment. Only 3 springs, 1. gov spring, 2. Hand throttle return spring and 3. throttle rod return spring (this one has very little impact, not your problem even if broken or missing).

After checking photos online of the gov. spring the one on the tractor looks short compared to the ones I have seen on case 300's and 310's. Now I need a gov. spring and have had no luck looking online for one, does anyone know where to get one? And when I got the tractor it had 2 wires that had to be twisted together for the ignition and pulled apart to shut it off so I put an on/off switch on the 2 wires and put the switch in an empty hole in the dash where I assume the ignition switch should be, but now after running it to check the governor the battery was low and needed charging and the sending unit has no wires going to it as well as some loose wires behind the dash so I am assuming the wiring might not be right and I need to know if anyone has a wiring diagram for 1956-1957-1958 case 300 or 310 tractor?
 

I found out that the carb was changed and the throttle mount was wrong so I made a bracket and attached it to the carb and it works great...
