1070 with problems are they major?

Went to look at a 1970 1070 that interests me. It has the following problems. Power shift lever will not physically move to position 3. 1,2 and reverse all shift correctly and clutching returns lever to position 1. Left brake pedal goes to the floor and provides no braking. Right brake will hold tractor from rolling but will not grab hard enough to steer the tractor. PTO lever will not move to the on position. Three point hitch lever will not move. The tractor runs good with what seems to be acceptable blow by. She"s ugly as sin but I"m up for a project and could use a beater tractor around the farm. All of these problems could be linkage and cable related but I"m wondering if there may be something more serious so I don"t overpay.
 
For starters I run Case's for my main tractors (2290 and 2294).

We had a 77 I think 1070. I would value the 1070 you describe at $190 a ton. That is what I sold unprepared scrap for a couple weeks ago. Have no love for the 70 series, and the one you are looking at is rougher than most. Just wait till you have to put in batteries or change the inching pedal spring.

Would be a shame to scrap a 1070 that "runs good" when all it might need are some cables & Hyd. fluid for the brake cyl. We've had an 870 here for 35 years that my wife would sooner see me leave than "her" 870. Great tractor.
Here's a tip for changing that clutch return spring: Place flat washers between each coil of the spring. This will extend it, hook the ends & then step on the clutch & the washers will all fall out. Good for another 40 years.
 
I always proceed with caution on acquiring rough units because that tells us the life it had and slim maintenance. The problems sound like cables or froze linkage and brake problem, there is a lot of causes for those symptoms, but usually not high dollar. If those are the only issues $300-$1000 would get most of the part if you are willing to invest a bunch of time.

Thanks for the replies. This tractor is at a dealer who claims to have purchased it from the widow of an 81 year old man along with another Case tractor. It looks like it has been sitting outside for many years. It was originally a cab tractor but has most of the glass and the door out of it so it is essentially a canopy now. Most of the problems look to me to be related to sitting outside. The engine block was cool before I tried to start it and it fired right up. My big concern was the tractor not shifting to powershift 3. Does anyone think this could indicate an issue that would call for splitting the tractor. It's not a deal breaker if I need to split, just want the price to reflect all the risk I'm taking on this unit. Dealer is at $3750.
 
I should add that my goal for this tractor is to leave it at one of my farms to pull out an irrigation traveler this summer and maybe brush hog with it this fall or next spring. To that end the most pressing need would be to fix the brakes and 3 point hitch. Everything else could wait till this winter.
 
The experts think stuck cables are the problem. Personally I would get the dealer down as much as possible.
