vac neutral?

While moving tthe vac I bought, to a good loading area. the engine was turning over, also belt pulley....I double checked shifter position. I shifted in into a gear and moved back to center. Pto wasn't turning... Thanks in advance for any ideas, john
 
A lot of those older tractors had SAE 90 oil in all
the transmission and it can cause drag enough to
turn pulley a bit, especially with cold oil. Case
tractors we had (D series) had a brake on the
pulley. Was it turning under power? PTOs sometimes drifted
a bit too but with more gear train less noticeable.
Otherwise maybe lever is out of engagement.
 
Graham, it wasnt started. I was pulling it with my ford 1600 tractor to a better place to load it on a trailer..

On a VAC the belt pulley is separate from the pto. If your tractor has a belt pulley hydraulic pump the belt pulley turns anytime the clutch is engaged. There is a shaft cover for when the pulley is removed. If you don't have the hyd pump the belt pully can be disengaged by loosening a set screw and sliding the shaft out. Nick
 
Regardless of the position of the shift lever or if it feels in neutral, if the engine is being turned via the rear wheels the transmission is engaged in a gear.

You may have a broken fork or shift rail or something like that is not disengaging a gear.
