An update on the 4490 Engine. Replaced pistons and liners with clevite. Already uses less oil in the first 20 hours than FP kits.

Called and showed the liner and piston to numerous locals. No satisfaction there either. Contacted Federal Mogul, don't waste your time their cordial but inexperienced. Head gasket checked out fine was not using/losing coolant.

The liner in question had .005 taper/wear in it. Ring end gap was about .038. piston clearance about .007. May be in the future have machine shop check for out of round. Regardless that liner is worn beyond what the book would call serviceable.
Did not recheck rod for a bend. Should have been caught when resized. Hopefully will not have to revisit this problem.

I appreciated the input and maybe this will help someone else out.

As a side note when I was talking with FM tech I asked him what if the liner had not been washed with soap and water could this be a possible outcome. He confirmed it could be. This was the first time I had experience a water based preservative and we tried to clean it off with brake clean and hydrocarbon products. It turned the wash water black.

Did you do the major 700 hours ago? If you personally didn't do it, or oversee it, there is no guarantee that the sleeve in question was ever replaced in the 1st place. That sleeve you focused on shows, both signs of water damage & compression leak.
 
But I delivered the bare block and liner kits (edit) this place did not rebuild heads.

Something I failed to mention last night, while cleaning the 3-4 cylinder head had some liquid in the exhaust port and noticed it leaked through. Lapped valve til sealed. (edit) The heads were done by different shops, I live between two dealers. Dealer A's head work was suspect as these heads had been there before. Probably won't use them again for head work. Dealer B's heads all held liquid at the valves.

Gonna show my ignorance but what indicates to you the water damage.
