Case CC steel wheels

I am looking for steel for my father in laws 1939 Case CC... His parents purchased it new in 39 as their first farming tractor. As this was during the depression they soon were unable to make the payments to the dealership. Since hard times were common to all they were told just to pay what they could pay when they could pay it and that the tractor was not to be repossessed. This same tractor still sits in his shed and is obviously a great prized possession of his. It is currently on rubber and he would like to see it back as he remembered it as a boy. I would like to make that happen if possible. I don"t know how hard steel wheels for this are to find and was hoping someone could help me out.

Yesterday I saw a CC on steel at Wright's Salvage in Paxton, IN.
Both rear wheels looked to have all the of cleats on them.

You may be able to get an entire tractor on steel easier than just the wheels alone. I've seen a couple around here in the last year or so.
