Need Distributor Trouble Shooting Help - No Spark

It's an IH distributor on my Case SC. I worked all day on it and can't seem to get it to fire. I have power at the points. I put a new set of points and condenser in it. I checked the coil wire distributor post to make sure it wasn't grounded. I switched out the coil for one that I new was working. The points and condenser were in the original package on a shelf in my garage for about 15 years. Could it be the condenser? The distributor wasn't working and I did some work on it. The distributor shaft is still slightly bent and the point gap varies a little as it goes around, but the points are breaking and I have power to the points. Any suggestions? I am out of ideas.
 

You should only have voltage to the points when the points are open, otherwise that side of the circuit should be at ground potential. Is it possible that the points are oxidized so they are insulated. I use a testlight and with the engine turning over you should get a alternating on off when the engine turns and the points make and break, in fact the flash of the testlight will be brilliant as the condenser will be unloading through the light when the points break, do a bit more testing and get back to us.

Yes, I only have power to the points when they are open. I checked for power by pulling them open with my finger. I also filed the points with an emory board. Can't see any spark when the points break.
 
It sounds like the primary circuit (low voltage) side is ok. That leaves the secondary or high voltage side. Start be making sure the low voltage side is getting to the primary windings in the coil, check with a voltmeter or light. When the points open you should get an immediate collapse or interuption in that low voltage side, collapsing an internal magenetic field inducing a spark at the nipple or secondary wire outlet. Check the spark there before it gets to the distributer cap, ie short the large wire to a good ground and see if it jumps. If you have spark there, then it's in the distribution, cap rotor, wires etc
 
When the points open, I get power to the points. There is no visible spark when the points open, however. I'm thinking now that I may have a grounding issue. I cleaned the battery cable grounding point, but it didn't help the problem. I am going to run dedicated ground wire from the battery ground connection over to the body of the distributor to see if that has any impact.
 
Do you have continuity thru the coil wire to the tip of the rotor? The coil wire or the distributor cap or the rotor may have an open circuit. If that checks out, try a different condenser.
