IH/case 258 problem Hydraulics

Hi Forum members,
Recently acquired a case 258 industrial tractor with loader. Bad starter with a problematic injector pump, but to the real problem, loader and steering hardly work, but lift arms stuck up and wont come down for a good week, then only an inch. changed oil and filters, cleaned oil sump filter, removed pump, and still no joy, this did turn dash filter lights off. the oil turned white in minuets.
Any help or advice much appreciated.

thanks for your reply. Its in a covered shed and changed after running for several mins. im sure its contaminated by existing old oil in system.
however Ive no idea why these lift arms are stuck up. ive changed filters twice, removed pump, checked valves in that block, removed block under seat and checked those valves. hammered everything I can hit, still the arms wont go down. Im at a total loss as to what it can be. I dont want to take feul tank out and remove the whole arm assembly if ive missed something simple, any ideas.
