9-18 hard rubber tire

A tire has broken loose from the wheel. I can find no company that can fix this. Do you know of some place? Perhaps I should force some epoxy under the tire? Any ideas? Thanks; Fred

bad some army surplus glue that would coat that tire and give it new life ,,made by 3m , mite chek their website sorry used it all up, yrs ago
 
There is a product called 3M 5200 (obviously made by 3M) that comes in a caulk tube. Will bond almost anything to anything, and like caulk, remains a little flexible and rubbery after curing. Used as an adhesive caulk in the boat building industry (will fill quite a gap). Most epoxies become rigid and have almost no flex on curing, I doubt they would hold up on a wheel.
 
I have used 3M8609 urethane window weld adhesive for some tire repairs plus other things. Both surfaces should be clean and oil free.

If weather is warm it sets up fairly quick.
I store unused portion in freezer.
