That was Cases way of shutting the fuel off for an anti dieseling system by pulling the butterfly completely closed upon shutdown, if it is original you will see that the idle stop pin is a coil spring and if working properly the linkage will pull the butterfly to completely closed by flexing that spring that also serves as an idle stop screw pin.
