How does this da** valve work?

I installed this nice new 3 way valve to replace a very incorrect old 2 way that somebody else had put on my L years before I owned it. Now I can't figure out exactly how to completely turn off all the fuel flow, or for that matter remember how to turn it back on. So, there seems to be a constant slow flow of gas to the carb and then it slowly drips out all over my nice new paint job. Does anybody out there know how these things are supposed to work? I called the vendor associated with this site (from whom I bought it) and was told that none of them knew how it was supposed to work.

The valve in the pic shuts the fuel from the big tank off. The back tank has it's own shut off where it comes out of the small tank. If you shut the big tank off and open the valve on the rear tank, fuel flows thru the bowl to the carb. Hope that is clear as mud!
 
I had an L with that style shutoff valve and that valve will only shutoff one tank. My tractor had another valve without the bowl to shut off the other smaller tank where it came out of the tank, which you closed to shutoff that tank.
 
Is the fuel that you are getting coming from the main tank, or the gasoline starting tank? Because, based on what I'm seeing in the parts book, there is a separate valve for turning the gasoline on and off, and the sediment bowl valve controls the fuel coming from the main kerosene tank. If the gasoline valve is not shut off all the way, then the fuel would flow through that side of the 3 way valve and to the carb, even with the valve on the sediment bowl closed.
 
Maybe I'm trying to be too smart for my own good. The rear tank, originally for gasoline, and now empty, has a shut off valve which I ignored because the tank is empty. The gasoline is in the front (main) tank, which the whole valve assembly threads up into. Its that tank which I want to turn on and off. The remaining connection just goes forward to the carb.

By the way, for all you guys who have helped me along the way here, I do have a short video of the day when we finally got the motor going. Do you know if it can be posted like a photo to this site?
 
I have heard of those dual fuel tanks rusting through inside the tank, if yours has, you may have fuel in the small tank and not know it. You will have to unhook the line at the sedament bowl that comes from the small gas tank and plug it at the bowl to diagnose where the fuel is coming from.
 
I"ve sold quite a few of the single inlet valves, probably made by the same manufacturer. I quickly learned that quite a few of those valves are defective right of the box and will NOT shut off completely. After a few come-backs, I started inspecting and testing everyone of them before I sent them out. Those that didn"t pass the test sometimes could be made to work with a little lapping compound, but basically I had to EAT the bad ones, which quickly takes the profit out of several good ones.
