What's going on here?

Need to move the wheels in on this tractor (Case 1896) for 30" row crop. The axle has two holes left and the tie rod has only one. Why would that be? Wondering if the steering cylinder isn't centered in the barrel? The other side has 2 holes left on the axle and two holes left on the tie rod so no problem there. What am I missing?

Is it possible the arm on top of the spindle needs to be moved one notch in the splines toward the tire?
 
looks like your power steering ram bolt is in the 2nd bolt hole, may need to unbolt and put back on after shorting you steering rod?
 
Looks right to me If steers right and left equally just move both sides same distance

Have looked at everything...don"t think I have 2" inches of adjustment or thread on the steering rod or tie rod ends. Just thought maybe somebody else had seen something like this before.
