ok the brakes them selves are good, and i had an issue of the right side cylinder leaking fluid so i put a new one on, it has the power brakes that uses the hyd fluid, i tried bleeding the brake without tractor running, i tried pumping the brake pedal with bleeder closed no pressure seems to build, where should i start and go through

With the engine running at an idle open the bleeder screw and wait for a steady stream of oil with no bubbles. There should be a static pressure to slowly push the oil through.

ok i bled them out that worked but still no ppressure on brake pedal, where should i look know, is the master cylinder serviceable?

If you are sure all air is removed and the brake does not work with repeated pedal pressure look under the dash and grab on the linkage that connects the pedal to the master cylinder. Try moving the linkage up and down and compare movement of that brake with the one that works. There's a plastic joint that connects the pedal link to the link coming out of the valve. If that becomes disconnected the pedal never builds resistance because you are not moving the cylinder inside the valve.
