2090 rims loose on cast hub

The hub lugs are moving on the rim about 1/2 in each direction on my right wheel. I don't know if tightening the nuts will work anymore. I think I have done that once or twice. Looks to me like the "lugs" on the rim and/or the "lugs" on the cast hub are worn. Which seems to get worn more or do both? I do have 4 more of the "lugs" on the rim I could move the "lugs" on the cast hub to by loosening everything up and rotating the hub. Will it tighten up if I move to the other four spots on the rim? Also, what if I use 4 hub "lugs" that are not being used now - will that help? Is there such a thing that the 8 or so lugs are all worn enough length wise that I need to go to a junk yard and get 8 different ones? Any other ideas??? Thank you.
 
Had that happen to me before too. Mine had all the bolts rusted so they were stuck in the center and by the time I caught it, it had worn the lugs and the rim. I had to go get different lugs at the salvage yard and all new bolts. Mine had also worn the rim enough that we ended up dismounting the tire and turning the rim around so we could clamp on the other rail. There is a lot of stresses on those clamps, so if your going to fix it, I would take the time to make sure everything is right or you will end up wishing you had later. JMHO...
