14.9 x 24 vs. 12.4 x 24

My 310B currently had 14.9 x 24 tires on 13 inch rims on it. I'm
planning to replace them for a number of reasons. The tires
and rims I have are new Titan 12.4 x 24 tires on 10 inch rims.
Will I notice a significant difference as far as traction and
handling? any thoughts would be greatly appreciated.

Of course it all depends what you're using it for, but you're gonna end up with half the tractor. I'd sure hate to do it.
