got grandpa sc running-noticed a 2-3 inch crack on the block behind carb-does'nt leak bad but we can pin it or weld-but noticed the clutch pulley still spins in neutral you can pull the lever back to stop and get in gear but you don't want to grab it with your hand- DC is that way also- what is sticking- will it require a split to fix-and on the SC the governor is leaking out the weep hole- guessing a seal in the governor? The DC swivel on the left side of the hydraulics leaks-can they be fixed or just go to salvage yard and buy a spare and hope it works or can we buy these new yet?
 
First, there is probably nothing wrong with your clutches. The engine constantly pumps a stream of oil into the center of the clutch assembly, which lubicates it. This oil also causes a drag force which causes the belt pulley to spin with the clutch disengaged and the transmission in neutral. That is why there is a brake pad that rubs on the belt pulley.
Second, there is not supposed to be a weap hole in the governor casting. There is a weap hole in the back side of the magneto casting. If it is leaking out of the magneto casting, then you will need to remove the magneto and governor assembly, disassemble the givernor assembly, and replace the bad seal (which is in the governor casting).
Third, the hydraulic swivels are prone to leaking. I would suggest that you remove the fitting and clean it thouroughly, and make sure that the gasket is present. Sometimes the seating surfaces get rusty and pitted. If they are bad, then you can just braze the swivel solid. You could also look for a replacement fitting from a parts tractor.
 
I have the same problem with the 90 degree hydraulic fittings on my SC. They still sell them at the local Case IH store for a whopping $75.00 each.I have tried several different ways to stop them from leaking but have had little success. It appears there is a brass washer inside of them that tends to wear and loosens up the fitting.

The seal in your governor is the source of your other leak and yes it will take a dis-assembly of the governor to fix that. It is annoying to say the least
 
I would try grinding the crack in the block out a little to form a groove, clean it good and put some JB Weld on it. Having the belt pulley spin a little is normal. It's going to have more resistance to stopping when the oil is cold. Did you drain the clutch housings when you changed the oil in the tractors?
 
The last set of the hydraulic fitting I tried to order were $90. One set has a copper gasket, the other has an oring. Mine leak at the swivel, and are about to get brazed solid!!!
As to the clutch still turning, that is pretty typical.
