David Brown 3 Point Locked in Raised Position?

I've been called by a neighboring ranch owner to look at her David Brown tractor. She says that she can't lower the 3 point enough to hook up a bush hog. She says there is a lock up to keep the arms from dragging while driving without implements but she can't get it unlocked. I don't know anything about David Browns. Any advice?

If the handle happens to be broken off, or has no effect when turning, you need to pull out on the shank the handle is on to release it. A pair of vise-grips works well for the job.

The handle cams out on 2 hard steel pins that are prone to breaking off if abused. The can be replaced by drilling new holes into the casting and inserting new pins.

Even if the latch isn't engaged, normally the arms take some weight on them to drop with any speed.
 
If the latch isn't the problem and it's just that the arms don't go low enough, one of the Selectamatic positions will let the arms go lower. I forget if it's height or depth for sure. I think height.

There is also the rate of lowering knob by your right heel that controls how fast the oil vents out of the lift cylinder when lowering.
