I have heard of loosining the nuts up then driving the tractor around in figure 8's. That is if the tractor runs!
 
Jack up the wheel you want to remove and block the tractor so it's safe. You will find two drilled and tapped 3/4" holes in the hub on each side of the axle. Make sure the holes are clean by running a tap through them. Next you need to drill two 3/4"+ holes in a heavy piece of steel about 2" thick spaced the same distance apart as the holes in the hub. Remove the cotter pin and castle nut that holds the hub on the axle. Place the piece of steel with that two holes flat against the end of the axle and thread two 3/4" bolts through the drilled holes and into the holes in the hub. Tighten the two bolts tight and hit the steel plate with a sledge hammer in the middle where it meets the axle on the other side. The wheel and hub should break loose from the axle. If not try tightening the bolt some more and hitting it again. The axle is tapered and has a key, if it has never been off it may take some serious tightening of the bolts to get it to pop loose.
