hard steering 1370

having trouble with 1370 case steering ,steering wheel tuff to turn even when moveing,took steering motor apart,was not in very good shape,put in a rebuilt one, wasnt much better.lifted front end off of the ground,thinking might be frozen bushings in front axle, no not that ethier.drained hydrolic oil put in new filters,took out charge pump checked forwear, looked good,took out rightside hyd pump, no seals blown out,no exesive wear in either 8gal or 20gal side of pump,took relief valve apart for steering motor,cleaned up put back together.when you turn the wheel full left to right an hold it, you can hear the relief valve open.for some reason it does seem to turn a little easyer when the motor is at lower rpms any ideas
 
if you find nothing from the guy's advise, thhe better steering at lower rpm could be the flow divider in the brake valve is dumping too much to the brakes or lube, one other thing I have seen on them is a piston gland may be floating in one cylinder(nut comes loose or threads strip) couple more things to think about cnt
