I usually wind up pulling the axles out as the seals are so rotten they won't come out in one piece and it's faster to pull the whole thing out! I use 2 National 450316 seals in each side as the originals had a seal and a dust wiper. Seems to help with seepage also on pitted axles.

Take the wheel off, take out old seal and replace. Check for a wear groove or pits on the axle. If it's worn or pitted, you will need to put a ready sleeve on the axle or the new seal will leak.

You can usually puncture a seal with an awl in several places, bend up some tabs, and pull it out progressively with a vice-grip pull hammer. You can also pull the axles, and the seals will be pushed out in the process. However, pulling and reinstalling the axles is a lot of work. I would not pull them unless I needed to replace the axle bearings.
