I had a 4490 that did that once, replaced the "intermediate starter solenoid". If I remember correctly it was mounted about midway up on the side of the engine block. Dealer said they frequently needed replacing. Don't know if the 70 series had this second solenoid or not. Another possibility could be a failed neutral safety switch, I had to replace one on a David Brown I have.

You can jump the solenoid but as c.hess said it can be dangerous if you"re not familiar with that kinda thing. I do it with regular gloves and the handle end of pliers. You just got to know when to hold them and when to fold them.

The safest way, disconnect the cables at the battery post. If neg gnd system, connect cable from battery pos directly to the terminal on the starter. Connect a cable to negative post on battery and just touch the other end to a clean ground on the tractor frame away from the gas tank or other possible flammable (you will probably get an initial contact spark). If the starter motor turns, the problem is in the solenoid or upstream in the ignition circuit.

You already know the solenoid terminal is not correct so why not just replace it. Solenoids are relativity cheap, not worth the time to take apart and clean the contacts unless it unavailable.

AGREE with new solenoid since Kirk cant get nut off. Guess have to cut nut or break bakeliteto hold it. Again remove n battery cable first as your woorking in a very confined place on that tractor an if it started its pretty heavy if it runs over you!!!

Take solenoid apart an clean an renew inside.Just be careful an puush small screw back as you remove bakelite front. Its only screw that is fast to coil at rear.Theres a way to see if that is problem nut thats dangerous an i wont tell that.Do remove negative cable on battery before doing repair.

Hi C,hess
bolt holding battery cable on front end of selenoid turns then goes tight again, cant get cable off to get selenoid off.
