1070 PTO won't turn off

We just bought a 1070 yesterday and the pto won't turn off. The previous owner hasn't used it since last summer and it worked fine then. Is this something as simple as a broken cable?
 
Won't turn off, or won't stop? Different disease, with different cure. Stop the engine and hook it to something that pulls fairly hard. Start the engine and see if it turns then. Or you could hook a pressure gauge into the line that provides the hydraulic pressure to the clutch and see what you get. Fairly simple to isolate the problem.
 
We bought it at auction on Saturday. The morning of the auction is when this was discovered. In the off position the owner of the tractor with it idling couldn't get it to stop by pressing his foot on the pto shaft. He ran the brushhog with it last summer and it work fine then.

I assume that a round baler would create enough drag to make it stop if it is just turning and not on. I will try that later today if I can.

From what I can tell the cable goes from the lever to that hydraulic valve on the right hand side of the tractor? Which line would I need to put a gauge on?
 
Line to check would be the small one that runs from the PTO flow divider and goes into the right side of the PTO housing about the level of the hydraulic pump. Operating pressure should be around 200 PSI.
 
Sorry to write in on another post but my 1170 only stopes when there is enough drag from the impliment. is there something i can do to stop that?
 
Drain the hyd. oil, pull the entire PTO housing, replace the brake pad, and shim up the brake spring.
 
Turns out the clutch was froze up, new clutch and brake works great now.

Now if we could just get the brakes fixed properly.
