3 pt arms are stuck up

Just bought a D17 and the arms are stuck up. Didn't have any issues when I went to look at the tractor, but as soon as I bought it and got it home, they stuck in the up position. Any ideas on how to lower them?
 
Is this a D-17 SERIES 4 ????? I assume it is. Both rear hydraulic levers need to be FORWARD. If someone moved these levers to the rear, now the linkage is stuck, from lack of use over the years.
 
Yes, it is a series 4. When I originally looked at it there was a bush hog attached. The arms worked fine raising and lowering the bush hog. Problems developed
only after the bush hog was taken off. Was looking through some old pasts last night and found one that was having a similar problem. One of the responses said
it needed to have weight for the arms to be able to lower. Seems like it should lower with or without weight... never had a problem like this before with other
tractors.
 
I have tried loosening the hydraulic hoses to relieve pressure thinking this would allow the arms to lower, no luck...Next step is to have my neighbor come over with his tractor and use his bucket to push the arms down...
 
What you think should be and what it is may be two different things. First, if it is a snap coupler hitch, the arms will NEVER go down on their own. Those two big hydraulic cylinders have too much drag inside them and the lift arms don't weigh anything. If it is a 3-point hitch, there is a little more weight but even they might not go down without standing on them. For BEST results in lowering the arms, shut the engine OFF. Next HOLD the front outside lever as far forward as it will go. Stand on the arms and they should go down with a 200 lb man on them. There is the possibility the cylinders are rusted up inside the barrels from sitting around for years unused. This could be determined by unhooking one of the cylinder hoses. With one hose unhooked, there will be no hydraulic resistance in either cylinder. There is also a chance that there is rusted up and stuck linkage under the console holding in the Traction Booster plunger spool. I spent about 5,000 hrs on one of these when I was a teenager. Lots of memories.
 
Got it fixed! Neighbor came over and pushed it down with his front end loader. Now that I have the box blade on it, it raises and lowers as it should.

Either you don't weigh 200 lbs or you didn't have the engine shut off or the lever 100% clear forward.
