WD45 brake lining replacement - need advice

Should I use a cutting torch to remove the anchor pins accessed at the lower casting hole as the pins are both stuck? Any other ideas? Also, when replacing, can the brake shoe front and back assembly be put together with the anchor pin and fished down around the brake drum using wire rather than trying to install the lower anchor pin through the housing casting hole? When I went to work at an AC dealer in the early 70's, they taught me to cut a piece of the pin out with a torch(being careful not to cut the shoe), drive the pin in, cut another piece off, etc, until you get the pin all out.

Then the shoes can be fished up out. Reverse the procedure for assembly. A little assistance with a pry bar may be necessary. Have the pin hole cleaned and "never-seized" and, it's easy to line it all up and the pin will go right in.

The actuating rod screws in last.
 
Get some strap iron, drill a 3/4 inch hole near one end. Weld it to the pin. Apply candle wax as it cools- wax will seep in alongside the pin. Strap can be used as a handle to rotate pin. When loose, it should pull out. Grind weld off, reuse pin.

One final question on this, is it possible to assemble the anchor pin with shoes and fish the whole thing down and around the brake drum at the top..OR.. does the anchor pin have to be installed through the lower housing hole after the shoes are placed around the drum?
