Just bought a 1955 WD45 ,Runs good pulled it in the pole barn to change rear tires. When they were mounted noticed with the tire off the floor trans in nuteral they move a little forward then they stop same in reverse like the was brake was on, not the breaks checked them. put it in gear struggles to move. push in clutch stops dead. what do you think
 
The way you worded your question I am not sure what your asking. You need to explain thing better as in it this when it is running and both tires off the ground or some other thing
 
Have you been around a WD before? Almost sounds like your hand clutch isn't engaged. They will creap in gear but won't go anywhere if the hand clutch isn't engaged. A moving tire when everything is in neutral could be fluid sloshing in them. I agree with Old, try to be more specific and ask again as we aren't quite sure what you are needing.
