On my B throttle without the engine running the linkage moves fine but when the engine is running I can only get the linkage on the right side of the engine to move it won’t move the governor linkage or the carb linkage. It worked a couple weeks ago. Any ideas? Thanks!
 
Can you move the carb to gov linkage by hand with it not running?? If you cannot that means there is a good chance the arm going into the gov has rusted up and is now stuck and need to be lubed up to free it up. I would if you find that to be the problem pour some ATF om it in that area and see if it frees up
 
Is the spring hooked up? When the engine is running how fast is the engines rpm's?

The linkage is the governor moves without the motor running but I sprayed some oil on the shaft down into the governor incase it was sticking a little. The spring is there and seems fine a little loose but not enough I’m concerned about it
 
I don't understand what you mean by the spring being loose. The governors job is to hold the rpm's at idle until the spring pulls strong enough to raise the rpm's. When the hand throttle lever is full forward the spring should be stretched tight. If it is not stretched with the lever full forward it will need to be adjusted on the throttle lever. If the set screw gets loose the spring can cause the rod to slip back.
