175 intermittent no start

Cousins 175 doesn't start at times, 4.1 diesel I believe, crank no strart, finally got around to getting over there, crank no luck, crack screw at filter, fuel, crank again and crack line at pump, tractor fires and runs fine, coincidence I'm sure, as soon as I cracked line it fired, what can I be missing that's intermittent on a mechanical diesel , thanks dusty
 
Most Perkins applications use a constant bleed fitting on top of the final filter that supplies the injection pump. It's job is to allow any trapped air in the filter base out to the tank return, before it can enter the injection pump and cause engine shut down. Bleed orifice can either be a bolt in a banjo fitting, or a straight line fitting with a small return line on top. Orifice is .020 inch in size, make sure it's open. When it plugs it will cause the random no start trouble you describe. Orifice is on the side of the bolt if fitted. ALSO, make sure filters are installed correctly, if NAPA/WIX filters are used MAKE SURE the filter top outer groove DOES NOT have an extra O ring in it. That's the fuel inlet on those filters, and a common mistake guys make putting an O ring there which restricts or shuts off fuel flow completely.
