Zenith carb rebuild

I am doing a rebuild on a Zenith model 8561 from a B Allis. The kit includes a new needle valve and seat. There is a tiny spring with the needle valve which the diagram doesn't show very well what orientation it should be in. There was no spring in the carb when I took it apart. Is it necessary and if so can you tell me how it attaches to the needle valve?
 
That spring hooks to the needle it self and then the double hook goes on the float the flat area. Yes it is needed with the new rubber tipped needles so the do not get stuck closed. Float falls and the needle has to open because of the spring clip
 
Old is right about the purpose but I've never been able to get one in without it causing the needle to stick part way open. I just leave them out. Never had any issues.
