190XT Power Steering

Our 190XT steering wheel will not turn the front wheels when the engine is not running. It steers well when the engine is running. I believe the problem is in the steering control valve assembly. Does anyone have experience with this type of problem on this type of tractor ? Could someone help me with where to start ? Thank you in advance for any help you can give me.

It has hydrastic steering its not supposed to steer when the engine is not running.

The XT190 has hyd steering so no hyd pressure no steering period. Many of the newer tractor are this way. My IH584 is the same way engine not running no steering. The XT190 I owned a number of years ago was the same way and yes that is just how they where made

The Power Director (HI/LO) won't hold the clutches engaged with engine off either, so DO NOT park on an incline assuming the tranny will keep it there!!
