Allis WD steering problem

My uncle is selling me a 51 wd that's in good shape except the steering became tight now the front wheels will not turn. If we jack the front end up it off the ground the wheels turn fine. Any ideas what the problem could be.

Could be a bearing in the pedastal is bad or a pin sheard in the worm gear box.

Remove the cover at the front to have a look at the steering bearings. Also check all the universal joints in the steering shaft to see if any are broken, binding, or catching on the frame/engine. You can also remove the filler plug for the steering box (again located at the very front of the tractor frame) and look in there to see if anything is broken.
