Finally got this wd running after setting in my girlfriends parents front yard for 14 years and I can get the arms to raise and fall but when you let go of lever they automatically rise all the way back up also the high/low lever when it's pulled back toward you it'll pull a mountain when pushed forward won't pull itself over a wet dog turd any help would be appreciated
 
There is a spring at the base of the control lever shaft that should prevent the lever from moving freely on its own. It may need to be replaced or shimmed up.
 
There are different settings for the hydraulics. There should be a picture on the side of the battery box that shows the adjustments and what each does.

Different pump settings have nothing to do with the lever not staying down. The plastic friction block might be worn thin. The tension spring on the front side of the quadrant may be broken or very weak. That is kind of a chore to replace a broken spring.
 

My experience has been that when the levers are not staying put, CLEAN both the friction block AND the quadrant with alcohol or parts cleaner.

I pull the lever away from the quadrant and slip a saturated cloth behind the friction block and the quadrant..

Has always cured the problem for me..
