Allis Chalmers C Surging

The 1942 Allis Chalmers C I overhauled has a problem with surging. It does it soon after being started, and then it seems to settle down. Any ideas as to the problem or how to trouble shoot it?
 
Do you have the spring on the carb/gov linkage that hooks to the manifold?? It is an anti surging spring made to stop that

Nope. Will that do that job? I will check with local AGRO dealer tomorrow and see if they have it or can get it. THanks

Well it is the anti surge spring and yes that is what it is made for so yes good chance it will stop your problem
 
Reading and looking at the parts manual. Do I need to take the manifold off and put the spring between the manifold and the gasket or what? I did find the hole in the governor rod from the carb forward. Thanks
 
One of the forward manifold studs should be longer and it is that way to be able to hook the spring to it. It just hooks over the end of the stud and spring pressure keeps it there
 
I have several of the B's and C's. All of my surge springs are hanging on a nail in the shed. Don't get me wrong they are there for a reason but the linkage and carburetors can be adjusted to where they are not needed. If the surge spring does not help remove the surge adjustments can be made. Since it started after an overhaul I suspect it could be in the carburetor rather than linkage from the governor.
