16.9X28 tires on wd45

I doubt it. 16.9 tires should be on a 15" rim. 14.9 tires should be on a 13" rim. Your WD45 probably only has 12" rims. You can get away with jumping one size, but any more than that is counter productive.
 
There are quite a few running around. What happens usually is
one guy will decide they want to jump a size. Then the years
later the next owner does the same. Before you know it you end
out with 16.9 or something like that. You can do it and it will
be work. It won't wear properly they will be to tall because the
rim is to narrow. Wheel should be two inches narrower than tire.
It works and I'm not sure I'd say counterproductive but its not
really the right way to do it.
