170 or 180 power steering

My FIL has either a 170 or 180 that no longer steers. The loader works fine, but you can no longer turn the wheel when it is running. He changed the hydraulic filter with no improvement. Is it possible that a check valve became plugged, or did his pump go bad? Did AC piggy back the hydraulic and power steering pumps on those tractors?

Any advice or trouble shooting ideas welcome.

Sure be nice to know which model it is !! A 180 power steering pump also powers the Power Director clutch, so the tractor shouldn't move if it's the pump. A 170 would still move because the hand clutch isn't hydraulic. Sounds like a pump issue as the steering orbitrol seldom gives any trouble on an AC. If it's a pump problem, the steering wheel should turn easily with nothing happening with the front wheels. Still need to know what MODEL.
 
It's a 180. The wheel will spin when the tractor is off. Once started you can turn it a quarter of a turn in either direction but then it deadheads and squeals and no matter how hard you try, the steering wheel will hardly move. The front wheels will hardly move an inch in either direction. He said it has a hydraulic leak, and would fill it with hyd fluid whenever the loader would jerk when lifting. Could this have damaged the pump?
The tractor will move in both directions, but could only try a few feet as the wheel is turned to the right and any further I would hit the garage.

I did have him lift the front wheels off the ground to see if that would help, and it did not.

Is there a hydraulic control valve that could be sticking closed that I could clean up?

I am going to assume it is a wide front axle. I'm also going to assume it has a 2-way hydraulic cylinder up inside the left of the axle frame?? With the front wheels off the ground and the engine off, disconnect both hoses from the cylinder and get a long bar and force the wheels to turn extreme left and then extreme right. You'll make a big oil mess I know, but if you can steer it with hoses disconnected, I'm leaning towards an orbitrol that has plugged passages inside it and would find a used one to replace it with. I'm not there but that's what I think.
