Where to put Power Steering fluid on D17

I have an Allis D17 series 1. It apparently needs power steering fluid since the PS only works occasionally. I was told that there is a pipe looking thing behind the front grill. I found it, it's about 1" dia. and 3 inches tall. Using a plyers, I removed the top of it, which appears to just snap on. Under it was some steel wool (I thought that was weird). I can only assume that I pull out the steel wool, and add my fluid, then replace the steel wool and cap. IS THIS CORRECT?

Hopefully I have that right. But the next thing is how do I know when it's full? I dont see any dipstick or anything like that.

Last but not least, what kind of fluid do I use? Is it just regular automotive Power Steering Fluid, or something else?

You need to unscrew the whole 3 inch or so part to ad fluid. If you look close at the bottom of it will be an area where you can put a wrench on it. I my self hate adding fluid to my D-17 because it is a pain to pull the grill to do so
 
Mess the part of what fluid and the level. I use the UTF 303 fluid in mine and you fill it till it just covers the gear you can see when you look into it
 
I removed the whole tube as suggested. I dont have a grill on my tractor so it's not hard to do. I do have a heavy steel guard over the radiator though, but there is room to work behind it.

As far as the fluid, I am still puzzled. I had no clue what UTF303 is, but I googled it and it's "Universal Tractor Fluid". I have never seen that sold. But I have used Universal Hydraulic Fluid many times. I used it in my hydraulics on both my Allis D17 and my Farmall M. I dont know if thats the same or not. I do know that is ALL they sell at my local supply, except Motor Oil, Gear Lube, and Automatic Tranny Fluid. Someone on a website said he has used ATF and someone else said Motor Oil works too. Kind of sounds like I could put any oil in there, but I want the RIGHT THING. What did Allis Chalmers recommend? Parts are expensive, labor is worse. Saving a buck on fluids is NOT worthwhile whatsoever. I wish I could find an original owners manual for this tractor.
 
The 303 fluid can be gotten at places like O'Reilly's auto parts of Orschlen farm and home or TSC or even Napa.
 
303 is universal hydraulic fluid. just a different name from universal tractor fluid. It can also be bought at any Farm and Fleet store or Tractor Supply. Listen to Old, He's telling you right. You'll find that some of the oils in the manual are no longer available and the newer ones will work just fine. just my thoughts, Keith
