I just got done rebuilding the power
director clutch on a allis 180. I started to
test drive the tractor when I go to neutral
with the selector handle the tractor keeps
moving as it's still in either high or low.
Does anyone have any idea why the tractor
still moves in neutral?
 
With the service information and some gauges, you can check system pressures to see what it's really doing. Other than some strange issue with the valve, the only reason I can think of for the clutch dragging badly is warped plates.
 
It seems to be on the low side where it's getting oil from. I installed new clutch disks and drive plates. When in neutral it doesn't pull like it's actually in gear I can use the brakes to stop it but can hear the engine pull down a bit as I use the brakes. Looking in the service manual for testing it sounds like the line going to the relief valve gets removed and a gauge put in am I right?
 
I'm not there, but I'm pretty sure you are concerned about something that is as normal as can be. Those "wet" clutches do drag/creep in neutral when the oil is not 150 degrees or more. Get over it. You'll continue to spend time and $$$ looking for something that is the way it should be.
 
It's been too long for me to remember, and I get the models mixed up. I thought there were a couple of little pipe plugs either on the control valve, or down on the side cover of the housing, where you could hook up gauges and check pressures.

I don't know what manual you are using, but I have seen situations where you would be better off WITHOUT the I&T manual.

Since you can stop it with the brakes, it may be OK. Working it and getting it warm might help. If there's any load on the tractor at all, it should stop.

there is two small pipe plugs on the valve behind the dash you can check hi lo pressure take a grease gun tube hoes to screw into then 150 to 160 pn pressure when in hi or low 0 in neutral.. some time i seen them get some trash in the valve and it wont go to neutral have pull valve out clean boro
