hand brakes on my B

Just got a B. Same model as me , 1939. Hand brakes but there is no action when you pull the handle. Is there a way to adjust these brakes? I have ordered a service manual which I am sure will cover it but if I could adjust them and get it to stop, then I could drive it a little. Thanks
 
You don't have the screw like in the drawing but you would have a nut in the same area.

Just the cover. The band could be broke or shoe gone and adjusting not be of help. The nut could be rusted. Torch heat on it will not hurt anything as long as the area is not filled with mouse nests mixed with oil. You could soak it with water before heating.

If someone replaced the brake bands with the type in the picture it could have the screw. The old bands had a threaded stud for adjusting. I did replace the hand brakes on a B and used the new type bands with screw type adjusters.
