have two of them one8070.the other 220.both flutter a little at start up for a minute or two then clear up. both have new injectors.220 has new pump also. valves been set. changing timing does not seem to help. new filters fuel and air. is this just how they are
 
If I understand what you mean by flutter then yes they do. We had a L combine that had a 426 that did that when the temp was much under 70 degrees F outside.
 
Both the 7000 and 7040 I've had did the same thing when cold, especially under 70 degrees. Run fine warmed up, just don't start well cold compared to other engines.
