Zenith carburetor struggles

I've been working on a friends WD. The tractor has been sitting in a garage with the intake manifold off and the carburetor apart for a number of years. I installed the manifold with new gaskets, soaked the carb in Berryman's and installed a kit. The float seems to be hanging up perhaps binding on the side of the bowl as the needle stayed closed when I first reinstalled the carb. I took it off and tweaked it a bit, now I get gas and the tractor runs but will run the carb dry. If I wait the bowl will eventually fill up and the needle may or may not seat. I submerged the float overnight in mineral spirits and it doesn't leak. I suspect the float is rubbing and I need to keep tweaking it. If anyone has advice or shortcuts, I would be grateful. Sonny
 
Gas tank is clean and has a new sediment bowl with a short standpipe. Steel line is clean & flows a full stream. I'll take another try at the carburetor today.
 
After 2 more float adjustments and tweaks it works and runs like it should. I even took it for a spin down the road. One of the pontoons was hanging up in the middle of the bowl. With the carburetor sitting apart all those years the top half with the float attached may have been dropped or bumped. Thanks for the help. Sonny
