D17 Starter

I replaced the end housing on my D17 starter but now I can't reinstall starter into engine block. The washer in front of starter gear appears to be preventing starter from engaging fly wheel. Any suggestions?
 
Typically the washer at the drive end would not have a large enough OD to get in the way of the ring gear teeth.

Was the washer there before, is it something you installed, or was it present before in anther location in the starter and you installed it in a different place?

Same washer as previously. My latest idea is the drive is not retracting fully.
 
Figured it out and posting for others to learn by. Drive gear was not retracting and I found a great YouTube posted by Steiner tractor on how to
retract it using bench grinder.
