Gas cap on Allis Chalmers D17 difficult to remove

The original gas cap on this D17 was hard to remove, and was worn, and not likely sealing well. I bought a brand new cap (Made for the D17) at my ACCO dealer. The new on is even harder to remove. I have to use a large Channel-lock to remove it, and to tighten it well, too. Nothing appears deformed, bent, or otherwise abnormal on the hole in the tank.

Is this a common problem on this tractor model?
Is there something that can be done, or applied (such as grease), which will make it easier to turn?

This is not the worst problem in the world, but when I ran out of gas, a mile from home, in zero degree weather, had a can of gas, but could not get the cap off, (and did not have a channel-lock handy), it WAS a big issue!

Any tips or suggestions?

How rough is the surface of the tank where the cap goes?? I have never seen a cap on a D-17 tha twas all that hard to get off
 
is it metal to metal contact, or is the rubber seal too thick and not compressing ? Take the rubber disc off the cap and see if the cap can be easily installed...... or are the ears bent on the tank hole opening ?
 
I don't know from here if your cap has a rubber/cork seal like some but if so Id suspect its too thick and if so Id lubricate it and give it a try. Some gas caps have those springy tabs that mate up to the gas tank top and Ive had some luck lowering them just a bit so the seal isn't quite so tight. Some after market caps are quite different then factory original so its hard to figure this out not being there.

How tight do you tighten it? I replaced the cap on my WD45 with a D series cap. I can just turn it barely enough to lock it on, and that's enough.
