7050 starting problems

Have AC 7050 that won't acknowledge start button. Crossed solenoid but it didn't turn over. It gave a noise which I can only describe as a winding down noise. 2 brand new batteries.
Has sat for a few years without starting it. Last time it was started, we had no steering. Hydraulic filters had been replaced prior to that, and worked before new filters put in.
We are stumped on what the issues could be. Have not yet opened dash to make sure all wires are good. Hoping it's elsewhere because it seems like a pain to get into dash.

I don't know about your starting , but have an educated guess about your steering problem. When I bought my 7040 several years ago, changed both hydraulic filters. Started it and took off to back of pasture, after a couple hundred feet, realized I had no power steering. Fellow I bought it from had gave me the owners manual so I looked up procedure for changing filters. Their is a cap and spring assembly,I think on the RH filter that I did not put on the new filter (found it still stuck in old filter). Took new filter back off, installed cap and spring and WALLA!, my power steering was back. If it's been a while you probably threw away the cap and spring in old filter. Best bet is to get an original owners manual and will tell you exactly how to change filters. It worked for me, hope it works for you.
 
The rear end has to be full of hydraulic oil for the power steering to work....up to the top sight glass is best. Probably is a poor filter installation causing the problem. There are two electrical plugs ahead of the brake pedals behind the engine that may be badly rusted or not plugged in completely. Use some WD-40 when reconnecting them for full engagement. Also two circuit breakers above them that might be rusty, loose or plain bad.
